The Chief Evaluation Office (CEO) of the U.S. Department of Labor has issued succinct guidelines for its reports on evaluations using experimental designs. The guidelines offer government agency evaluators a checklist of features and approaches to consider, along with a flow diagram, for determining RCT sample breakdowns.
Evaluators are given a straightforward set of guidelines to consider, when designing experimental (also known as randomized control trial, or RCT) evaluation, in the CEO’s Guidelines for DOL Evaluation Reports Using Experimental Designs.

The guidelines offer evaluators a tool to review characteristics of an evaluation study and study design and analysis. The section on study characteristics reviews features of the intervention, comparison group conditions, study settings, and participants. The study design and analysis section covers sample formation, random assignment, sample attrition, tests for group equivalence, analytical approaches, missing data, and statistical adjustments. The instrument summarizes the guidelines with a flow diagram for an RCT evaluation sample throughout the study.
